Overcoming Development Challenges

The Armonia Apartments project faced several hurdles, particularly around financing. Jason Brown, president of Dallas City Homes, explained that at times it seemed as though the project might not come to fruition. “There were moments when the project was on life support,” Brown said, recalling the difficulties in securing sufficient funding. Despite these challenges, the nonprofit developer and its partners pushed forward, ultimately celebrating the completion of the apartments, which are designed to offer affordable housing in an area with growing demand.

“We knew that if we sold this piece of land, whoever would have bought it would not have done any justice or inclusion for neighborhoods,” Brown remarked, emphasizing the community-driven ethos behind the project. The name “Armonia,” which means harmony in Spanish, reflects the vision of the project — bringing together diverse stakeholders for the betterment of the neighborhood.

Mixed-Income Housing for Local Residents

Located at 3115 Topeka Ave., the Armonia Apartments consist of 15 units. Of these, 11 are reserved for individuals earning between 80% and 120% of the area median income (AMI). According to the Department of Housing and Urban Development, the Dallas-area AMI for a family of four is $117,300. This pricing structure allows the development to serve a broad range of income levels, though the need for more affordable housing remains urgent.

One-bedroom units are available for as low as $1,100 per month, with two-bedroom units starting at $1,320. However, as Brown pointed out, the demand for even more affordable housing remains overwhelming. “The demand for units for households earning at or below 50% of the area median income outpaces supply by about 46,000 units,” according to a report from the Child Poverty Action Lab.

Securing Funding for Affordable Housing

Financing the Armonia Apartments was no easy task. The project initially struggled to align the income-restricted rental rates with the costs of development. However, the project ultimately secured $4.8 million in funding, including investments from TREC Community Investors and Business and Community Lenders of Texas, totaling $550,000. The Dallas Housing Opportunity Fund and the city of Dallas also contributed $1.7 million and $2.1 million, respectively, to support construction and financing.

Securing this funding required changes to how the city finances development projects. In particular, Dallas City Homes worked with the city to modify repayment priorities in order to make the project financially viable.

Strong Partnerships for Equitable Housing

Brown emphasized that the successful completion of the Armonia Apartments was the result of strong partnerships with various organizations, including the U.S. Department of Housing and Urban Development (HUD) and the city of Dallas. “One thing that’s in common is the end result — to ensure a more equitable Dallas,” Brown said during the ribbon-cutting ceremony. The development is a testament to the power of collaboration and a commitment to creating opportunities for affordable housing in Dallas.

Looking Ahead: Expanding Affordable Housing Options

The opening of Armonia Apartments is only the beginning. Dallas City Homes has already outlined future projects aimed at addressing the city’s ongoing affordable housing needs. These include the potential development of additional housing on land owned by the nonprofit north of the Armonia building. Brown also highlighted a pending project in the Pleasant Grove neighborhood, called Hillburn Seniors, which will provide housing for individuals aged 55 and older.

Moreover, Dallas City Homes is working on a community garden project on Topeka Avenue, further emphasizing its commitment to enhancing the local community’s quality of life.

Community Concerns and Engagement

Throughout the development process, Dallas City Homes engaged with the La Bajada neighborhood to ensure that the project met the community’s needs. Brown acknowledged the skepticism that some residents had about the project, noting that many were concerned about the type of housing being built and who it would serve. “We’ve been in conversation with the neighborhood — good and bad — for a long time because they were fearful of what would happen in the neighborhood,” Brown said.

The project’s success was due in large part to these conversations, which helped secure the community’s support and approval.
