Dallas College Taps Matthews Development for Massive $500M Downtown Expansion

Dallas College has officially selected Matthews Development to spearhead its ambitious $500 million downtown expansion. The massive project aims to transform the current El Centro campus footprint into a vibrant, multi-block urban hub designed to foster deep connections between education and local industry. Spanning 800,000 square feet, the new development will cluster academic facilities, training centers, and corporate offices along the Austin Street corridor.

“We are creating a blueprint for the institution of tomorrow,” Dallas College Chancellor Justin Lonon stated. “Our goal is a campus tightly woven into the local economy and urban landscape to cultivate innovation and talent on a grand scale.”

The initiative marks a major milestone in the college’s multi-year strategy to revitalize its downtown presence. Funding for the construction stems from a $1.1 billion bond package overwhelmingly approved by voters in 2019 to upgrade facilities across the college system’s seven campuses.

Building a Walkable Downtown “Knowledge District”

The upcoming development will serve as a pedestrian-friendly transit corridor anchoring five distinct neighborhoods: the Arts District, the West End, the Central Business District, Union Station, and the developing Convention Center and Entertainment District.

A central feature of the design includes a multi-block pedestrian thoroughfare on North and South Austin Street. This walkway will seamlessly link the West End DART Station directly to the Kay Bailey Hutchison Convention Center. The project will also allow Dallas College to consolidate operations. Currently, El Centro’s 30,000 students are scattered across multiple buildings near 801 Main Street. The centralized hub will feature dedicated training centers where business leaders, tech innovators, and academic researchers can collaborate directly. School leaders anticipate that this central location will unlock robust internship, apprenticeship, and job opportunities for students.

According to Bradford Williams, vice chancellor of operations and president of El Centro, flexibility and community integration are central to the blueprint. Officials expect the project to reach completion around 2032.

Doubling Down on the Urban Core

Dallas College’s major real estate commitment comes at a critical juncture for the city center. Downtown Dallas has faced a string of high-profile departures recently, with corporations like AT&T, Fifth Third Bank, and Neiman Marcus announcing exit plans, alongside the Stars and Mavericks exploring arena options outside the immediate downtown area.

Despite the exodus, Dallas College leadership remains resolute. Chancellor Lonon previously emphasized that the institution is actively deepening its long-term commitment to the heart of the city. Jennifer Scripps, President and CEO of Downtown Dallas, Inc., praised the expansion as a vital catalyst for the city’s future, noting its potential to inject fresh economic activity and talent into the urban center.

Lonon pointed to historical corporate decisions as inspiration for the project, noting that Amazon famously chose Northern Virginia for its second headquarters in 2018 largely due to the state’s aggressive investments in higher education infrastructure. The snub prompted Dallas College leaders to radically rethink El Centro’s potential. By expanding specialized training in high-growth local sectors like finance and business, the college aims to build a direct pipeline for regional employers.

A Proven Developer for Dallas

Matthews Development, led by veteran developer Jack Matthews, secured the contract after emerging from a competitive field of three finalists. The firm brings an extensive track record of large-scale urban projects to the initiative.

Matthews is already deeply involved in neighboring city projects, including:

  • The Convention Center Redevelopment: Leading the $3.7 billion transformation under a six-year, $65 million city contract.
  • The Omni Hotel: Developed the landmark 1,000-room property next to the convention center in 2011.
  • The Cedars District: Pioneered major revitalization efforts just south of downtown, including the Southside complex and the historic Sears Roebuck building preservation.
