New agreement allows eligible hockey players to remain full-time Frisco ISD students while accessing flexible academic support.

Frisco ISD has launched a new partnership with Elite Hockey Academy aimed at expanding academic options for student-athletes through the district’s Frisco Flex program.

The agreement, which took effect March 9, marks the first phase of a plan for Frisco ISD to deliver full-time educational services through Frisco Flex to qualifying students involved in elite-level hockey training.

Under the arrangement, Frisco ISD will manage all academic services, maintain student records, and deliver curriculum that meets Texas Education Code requirements. Students who participate must qualify for Frisco Flex and will continue to be enrolled as full-time Frisco ISD students.

Academic Services for Eligible Student-Athletes

As part of the partnership, the district will provide certified teachers, approved curriculum, and required instructional support. That includes special education services and English as a second language support when needed.

Student attendance will be tracked in compliance with Texas Education Agency rules for approved online programs. Both Frisco ISD and Elite Hockey Academy are also required to follow all applicable state and federal laws, including FERPA and non-discrimination regulations.

To support students directly at their training site, the district will assign a certified teacher to work on-site at practice facilities. District officials said the goal is to help students maintain strong academic progress while they pursue advanced athletic development.

District Says Students Remain the Priority

Frisco ISD Superintendent Todd Fouche said the partnership reflects the district’s commitment to supporting students in both academics and athletics.

“This partnership is about continuing our focus on students and helping each one achieve their full potential,” Fouche said. “Frisco Flex gives student-athletes the chance to pursue elite training while remaining connected to the academics, relationships and support systems that contribute to their success.”

Shared Costs Through 2028-29 School Year

The cost of the on-site teaching role will be split between Frisco ISD and Elite Hockey Academy through the 2028-29 school year. After that point, the hockey program will take over the full cost of the program.

In a district press release, Frisco ISD said the partnership serves a public purpose by broadening access to flexible academic programming while meeting the scheduling demands of high-level student-athletes.

The district will continue to supervise academic expectations, student services, and disciplinary processes under existing district policy and the student code of conduct.
